The project operates on a Hub-Spoke model. A State-level Project Management Unit (PMU) will be based at State Headquarters, providing technical assistance to all districts in Assam through a team of technical staff and District Nodal Consultants.

Qualification & Experience Requirements

To be eligible for this role, candidates must meet the following criteria:

1. Educational Background: * MBBS degree.

   • Masters in Public Health (MPH).

2. Professional Experience: * Minimum 5 years of post-qualification experience in Health Sector Projects.

   • Specific experience in Public Health programs related to MCH (Maternal and Child Health) or RMNCH+A (Reproductive, Maternal, Newborn, Child, and Adolescent Health).

   • Proven experience in Monitoring & Evaluation (M&E) of health programs.

3. Technical Skills:

• Proficiency in MS Office (Word, Excel, and PowerPoint).

• Strong skills in Data Collection, analysis, and report writing, particularly regarding RCH indicators.

• Excellent communication and presentation abilities.

Qualification & Experience Requirements

The Project Manager is a senior leadership role requiring a blend of clinical knowledge and administrative expertise:

1. Educational Background: * MBBS with MD (Obstetrics & Gynaecology, Pediatrics, or Community Medicine) OR

   • MBBS with MPH (Masters in Public Health).

2. Professional Experience: * Minimum 10 years of experience in the health sector.

   • Specific experience in projects focused on RMNCH+A (Reproductive, Maternal, Neonatal, Child, and Adolescent Health) or MCH (Maternal and Child Health).

   • Proven track record in Operationalizing Health Programs at the field or district level.

3. Core Skills:

• Strategic Planning: Experience in analyzing and preparing the State Program Implementation Plan (PIP).

• Analytical & Advocacy: Ability to translate complex data into policy recommendations and advocate for health reforms.

• Technical Proficiency: High level of skill in MS Word, Excel, and PowerPoint for data presentation and reporting.

Qualification & Experience Requirements

   • Specialized focus on Maternal & Child Health (MCH) or RMNCH+A.

   • Proven track record in Public Health Project Documentation and research writing.

3. Core Skills & Competencies:

• Writing Excellence: Outstanding English writing and editing skills, with previous publications of research articles or reports in the MCH field.

• Research Methodologies: Experience in both Quantitative and Qualitative study designs, including Focus Group Discussions (FGD), Key Informant Interviews (KII), and In-Depth Interviews (IDI).

• Technical Proficiency: Advanced IT skills (G Suite, MS Office), Database Management, and Management Information Systems (MIS).

• Statistical Software: Familiarity with tools like Stata or SPSS.
